En [[1939]] fue nombrado obispo de Matagalpa, y en [[1946]], de León.<br /> <br /> En [[1949]] el obispo Oviedo solicitó al P. General una fundación para su diócesis. El P. Tomek confió la cosa a la Provincia de Valencia, que envió a los primeros escolapios a América Central ese mismo año. El obispo les confió el antiguo colegio-seminario San Ramón, cosa que los escolapios hicieron. El colegio comenzó con fuerza; al ver el éxito, los antiguos encargados de la obra quisieron recuperarla.
